Under general supervision, is responsible for performing engineering work and executing varied preparatory work for an construction engineering work program . May exercise, functional supervision over assigned staff.


  • Performs the necessary preliminary work for the project management of construction of federal, state and local government projects. 
  • Directs subordinate personnel in the performance of all preparatory work (depending on area of assignment). 
  • Revises project plans and specifications and legal requirements. 
  • Inspects construction in progress for conformance with plans and specifications and makes adjustments when necessary. 
  • Coordinates with other divisions, departments, or municipal agencies on projects under design. 
  • Meets with consultants on various projects to discuss designs and design problems. 
  • Prepares cost estimates and monitors budgets on assigned projects. 
  • Responds to citizen inquiries and complaints regarding assigned projects. 
  • Provides technical assistance to other divisions and departments.
  • Performs related duties and fulfills responsibilities as required.
  • Enforce expenditure controls with the aid of established management information systems that provide data on individual project status and ensure company resources are being properly utilized while maintaining client expectations. 
  • Prepare the delivery order estimate using the unit price book and other estimating guidelines and techniques. Review the estimate with another team member to confirm that all tasks and activities have been properly identified and quantified. 
  •  Prepare the estimate package for presentation and negotiation with the client. Prepare the change orders as necessary to the client and subcontractors as appropriate.


  • Bachelor's Degree from an accredited college, university, or engineering school approved by a State Board of Registration for Professional Engineers in Construction Management. 
  • No work experience is required
  • No substitution for education allowed.
  • Current driver's license and insurance, ability to successfully pass a non-dot drug screen, motor vehicle records check and Homeland Security background check prior to employment.
Any position that lists a minimum qualification for education level and/or license/certification will require the applicant to provide proof of documentation if selected for hire into the position with the Genesis Professional Solutions within 24 hours of offer.  This position is classified as "Safety Sensitive". All employees  will have to sign a company non-disclosure and are subject to random drug testing.  


  • Knowledge of engineering principles and practices. 
  • Knowledge of engineering mathematics. 
  • Knowledge of surveying and drafting principles and practices. 
  • Skill in operating a personal computer and utilizing rudimentary software. 
  • Ability to learn Federal and State regulations and City ordinances related to the area assigned. 
  • Ability to determine types of field data needed as basis for satisfactory design and develop complete construction plans. 
  • Ability to establish and maintain effective working relationships with co-workers, supervisors, and the general public. 
  • Ability to communicate clearly and effectively, both verbally and in writing. 
  • Ability to interpret and properly apply all applicable regulations. 
  • Ability to perform engineering calculations.


Physical requirements include occasional lifting/carrying of 100 pounds; visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate a computer keyboard and basic office equipment. Subject to sitting, standing, reaching,  twisting and kneeling to perform the essential functions. Working conditions are primarily inside an office environment with occasional visits to outdoor construction sites.


Software Skills: Primavera P6, Microsoft Project, RS Means, OSHA training
