Essential Job Functions

Under general direction, is responsible to perform and participate in a variety of duties in developing, enhancing, administering and maintaining geospatial data and Geographic Information Systems (GIS).  Exercises no supervision.

 Business Requirements: Performs and produces tactical, strategic and 

  • predictive mapping functions for the Department.
  • GIS Solution Development and Testing: Participates in the development 
    and implementation of special projects; Performs statistical and spatial 
    growth management mapping functions; Performs analysis of data ranging 
    from neighborhood plans, zoning, and demographics to population studies 
    and economic trends; Designs and implements GIS data; Researches and 
    interprets land data records to include parcels, plats, deeds, title 
    documents, tax rolls, and surveys.
  • Data Design and Extraction: Participates in the collection and 
    valuation of data; Accepts data from digital sources and properly 
    incorporates into the GIS basemap; Performs data input using 
    Enterprise approved methodologies; Utilizes GIS and associated tools to 
    support departmental business functions through the development of maps, 
    reports and GIS data analyses.
  • GIS Solution Deployment: Maintains GIS departmental data layers and 
    metadata. Supports and contributes to the analysis of various projects, 
    and monitors and evaluates resulting work products; Utilizes digital 
    photogrammetry and satellite imagery to enhance and refine mapping 
  • Troubleshooting/ Problem Resolution: Conducts research, recommends 
    improvements and assesses results; Maintains GIS related computer 
    databases associated files.
  • Data Quality Assurance: Audits growth management and land use data.
  • Performs quality control of spatial and associated attribute data. 
  • Strategic Alignment: Responds to requests for GIS information retrieval 
    from the public, members, and other Departments and 
    Divisions; Performs detailed data and accountability analyses.
  • Training: Develops specifications for required equipment and makes 
    recommendations to supervisor.
  • Performs related duties and fulfills responsibilities as required.

 Job Requirements

Bachelor's degree from an accredited college or university.  Four (4) years experience with GIS.

  • Or equivalent combination of education and experience.


 Knowledge, Skills, and Abilities


  • Knowledge of GIS standards, practices, and procedures.
  • Knowledge of GIS systems in a multi-user environment.
  • Knowledge of statistical analysis and data management.
  • Skill in the use of desktop GIS software.
  • Skill in preparation of data for presentation maps or web 
  • Ability to communicate clearly and effectively, both verbally and in 
  • Ability to present statistics and data analyses in an effective manner.
  • Ability to develop complex and detailed plans and procedures.
  • Ability to exercise independent judgment. 
  • Ability to ability to establish and maintain effective working 
    relationships with staff and the general public.

Physical Requirements


Physical requirements include occasional lifting/carrying of 5 pounds; visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate a computer keyboard and basic office equipment. Subject to sitting, standing, reaching, walking, twisting, and kneeling to perform the essential functions. Working conditions are primarily inside an office environment.


Work Complexity and Examples

Provides support for user community. Work on multiple function tasks that tend to be of medium technological complexity. Identifies and recommends technology solutions. Works on one or more projects as a project team member.

  • Provide GIS support to departmental and external clients 
  • Produce cartographic products and reports 
  • Perform GIS analytical functions as required to support department 
  • Design and develop systems according to specifications.
  • Ability to create database functions, stored procedures, tables and 
    entity relationship diagrams (ERD).
  • Design and develop Web Services.
  • Adhere to policies and both Enterprise GIS and departmental 
  • Provided detailed meeting notes to be incorporated into meeting 
  • Understanding of city core departmental businesses and processes 
    • Learn organization and monitor staffing changes as it relates to 
      the support of department applications. 
    • Ability to learn and adapt to the ongoing changes of the culture
